The Senior Benefits Analyst will manage daily benefit requirements for Medical (self-insured & fully insured), Dental, Vision, Life-AD&D, Disability, Leave of Absences, Voluntary Plans and Workers Compensation programs and the supporting administrative requirements. Adheres to regulatory requirements.
Knowledge & Abilities – 5+ years’ benefits related experience in a senior level position involved in managing and administering benefits. Knowledge of regulatory requirements is required. Must be able to analyze and reconcile data using MS Excel at an intermediate level or higher. Strong communication skills at an interpersonal and group level are required.
Job Complexity & Responsibility – Considered as a professional focal point to variety of internal customers and external vendors. Ability to perform analytical assignments that require integrated knowledge in the Benefits/HR area.
Communication & Influence – Will act in a managerial capacity on some assignments, i.e. representing the Company policy to employees. Interacts daily with internal and external key contacts to get information and provide direction. Incumbent will utilize three third party administration companies and the benefits consultant/broker to direct/support daily benefits operations.
Supervision – Independent in daily activities and gets general instructions on new assignments. Can handle complex assignments with minimal to no assistance.
Working Conditions – Office environment
* You can communicate to and educate employees on benefit offerings. Use multiple touch points to deliver information to employees including the Intranet website pages related to benefits and participation in New Hire Orientation. Create collateral material such as benefit information guides, articles for the HR Newsletter and more.
* You can plan the Annual Benefits Fair for Newport Beach and San Antonio in conjunction with the Annual Enrollment period using resources of the Tower Semiconductor benefits consultant.
* You can manage ACA requirements in the TPA’s system to meet IRS requirements for data submissions and employee mailings
* You can audit and analyze enrollments to confirm accuracy of self-bill premium payments and employee benefit co-pays. Work with payroll to maintain accuracy of payroll deductions.
* You can assist union employees in initiating Define Benefit Pension Plan annuity payments.
* You can calculate, audit and communicate funding details to the IBEW District 9 Defined Contribution Plan monthly.
* You can oversee using a temporary labor resource, ensure employee personnel files are maintained and or archived as needed.
* You can submit workers compensation claims to insurer. Support claim adjuster requests as needed. Respond to subpoenas. Work with Safety on
* You can update relevant systems with leave of absence activity.
* You can process the benefits self-bill for payment each month.
* You can manage compliance requirements for SPD mailings for 401K Plans, a Union Employee Defined Benefit Pension Plan and the Health & Welfare Plan.
* You can participate during the new Hire Orientation, to provide support for data collection that is important for compliance and employee records. Communicate benefit plans to new hires.
* You can guide/counsel employees on how to use Tower Semiconductor third party administrators to select/change benefits or request a leave of absence.
* You can engage managers and or HR Business Partners for assistance with leave of absence issues/problems.
* You can support the benefits department in budget maintenance which includes establishing Purchase Requisitions/Orders and analyzing invoices for payment in SAP.
* You can submit Tower Semiconductor data to benchmark surveys and analyze Tower Semiconductor benefits against various benchmark comparisons.
* You can support HR Leadership in the evaluation and development of benefits strategy.
* Bachelor’s degree required in Public Administration, HR or similar is preferred.
* Benefits certification is a plus.
