Working Title: Direct Care and Treatment Services Human Resources Manager
The Minnesota Department of Human Services (DHS) helps provide essential services to Minnesota’s most vulnerable residents. Our Direct Care and Treatment (DCT) Administration serves people with mental illness, substance abuse disorders, and developmental and intellectual disabilities. As the Direct Care and Treatment Services Human Resource Manager you will provide strategic direction and leadership for the operation and delivery of comprehensive HR functions. DCT is a health care organization of 4,700+ people with operations across all of Minnesota. DCT is a continuous, 7-day, 24-hour, operation.
As a leader in Human Resources, this position develops a team that provides exceptional customer service in the following areas: recruitment, selection, job evaluation, compensation, benefits, personnel transactions, and labor relations. Additionally, this role serves as the Labor Relations manager. This HR leadership role champions efforts that improve efficiency, documentation and effectiveness by continually improving all HR processes to better serve the needs of the agency. This role has a strong focus on relationship management, stakeholder and customer satisfaction, strategic partnership, process management and change leadership.
At least (5) five years of leadership level experience in human resource (HR) management that includes labor relations (in a union environment), strategic planning, leading and mentoring professional HR staff, building a strong HR team environment and demonstrated experience in at least 5 of the following priority areas:
