Our Performance Auditor 4 position’s primary function is to develop and leverage data analytic techniques to increase the coverage of audit assessed risk for all audits conducted by Audit & Analysis, and the depth to which these risks are examined. This position will work independently, under the limited supervision of the Performance Audit Supervisor, assist in audit planning, development of audit programs, and reporting of performance audit results. Complex and difficult audits are to be performed in accordance with Generally Accepted Government Auditing Standards (GAGAS) and the Institute for Internal Auditors’ International Professional Practices Framework (IPPF), to recommend controls to: (i) minimize risk; (ii) enhance efficiencies and effectiveness of operations and; (iii) increase accountability. The position will ensure audit conclusions are well supported by sufficient and appropriate audit evidence, and produce high quality written reports presenting complex data clearly and concisely, needing only minimal revision.

Essential Duties and Responsibilities include but are not limited to:
Performs complex and difficult audits independently using approved audit programs and documents result in work papers prepared in accordance with GAGAS and IPPF and within established budgeted hours
Analyzes and test records to ensure accuracy, consistency, and compliance with applicable laws, policies and procedures in accordance with GAGAS and IPPF, ensuring conclusions are logical, well supported, and reasonable. Present complex data clearly and concisely in accordance with GAGAS and IPPF.
Prepares audit work to include sufficient, relevant, and competent evidence to provide a basis for conclusions, reached by interpreting and evaluating data to determine if the information provided is accurate, reliable and complete. Prepare audit programs and risk assessments that ensure the audit scope will be met, and identify quality and extent of work performed.
Evaluates operations to determine if they are performed in the most efficient and effective manner possible. Determines whether there are best practices that would improve the activities operations.
Performs follow-up work as directed by a supervisor or coaching notes to verify, expand or supplement previous information gathered. Responds to inquiries related to procedures, timelines, and other requirements to facilitate efficient resolution of audit exceptions. Evaluates the adequacy of the corrective action taken to resolve deficiencies.
Create, or lead the creation of, and present oral/written reports to the Internal Audit Manager, Chief Auditor, management, process owner(s), and/or other stakeholders during and at the conclusion of audits. Write audit reports, memos, and letters from scratch and in a clear and concise manner.
Manage audit budgets and audit deadlines, monitor own progress under limited supervision, identify problems, and apply corrective actions to complete smaller assignments effectively in a reasonable time frame.
Communicates throughout the audit with the auditee to ensure audit issues are mutually understood as they are developed. Conducts audit entrance and exit conferences and other meetings as needed to complete the audit.

The ideal candidate for this position will have:
A bachelor’s degree from an accredited institution in Accounting, Finance, Business Administration or other field emphasizing analytical skills, research, writing and organization of daa.
Minimum of 2 years of professional, complex, and diverse audit experience.
CPA, CIA or other professional designation is preferred.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate’s motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
