The Educational Partnerships and Onboarding Specialist (EP&O) is responsible for developing and executing a comprehensive recruiting strategy to satisfy the hiring needs for the Y-12 National Security Complex. This will include the identification, development, and implementation of near-term and long-term business strategies to support prospective workforce goals.
The successful candidate will be responsible for establishing vital relationships and talent pipelines with independent school districts, colleges, universities, and professional societies, as well as internal candidate development opportunities. The successful candidate will collaborate with mission managers, HR business partners, and peer recruiters to understand critical needs in order to purposefully develop programs for a number of fields including cybersecurity, engineering, information technology, program and project management, and production. The successful candidate will perform recruiting tasks such as sourcing, recruiting, screening, and on-boarding external hires.
The EP&O Specialist will develop, implement, and refine an engaging onboarding program that will ensure new employees have the tools and support system to impact the business immediately and are enabled to grow continually as individuals and leaders. Through coordination of the multiple aspects of the onboarding process, the Specialist will facilitate a seamless experience for new employees and their managers.
The EP&O Specialist will support the diversity plan through strategic initiatives and will develop and contribute to data-based strategic recruitment strategies. The successful candidate will collaborate with Communications/Public Affairs to utilize social media, corporate career websites, and plant specific websites to create interest in established pipelines and job postings, and to provide new employees with accurate and effective onboarding content and messaging. The EP&O Specialist may also coordinate with educational institutions to promote programs.
The EP&O Specialist will apply advanced knowledge to resolve complex issues regarding human resources issues, evaluate future enterprise-wide program needs, and will create and use data analysis to develop and drive recruiting strategies. The Specialist will develop and share metrics to present to senior leadership.
The employee will be accountable for all direct output assigned and for providing direct output support to his/her manager. The employee will be responsible for maintaining a thorough knowledge of applicable federal, state, DOE, corporate and plant rules and regulations, and operating policies and procedures. Travel to recruiting and conference events will be required.
The successful candidate must have demonstrated:
Bachelor’s degree with a minimum of 5 years’ of experience OR a Master’s degree with a minimum of 3 years’ experience OR a PhD.
Thirteen or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting.
Bachelor’s degree in Human Resource Management or a relevant discipline or an equivalent combination of related education and experience with at least 5 years of relevant experience.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
