POSITION
The Director of Public Services is the bridge between the General Manager (GM) and essential Public Utility, Public Works, and Lake staff service teams and operations, ensuring compliance with local, state, and federal regulations, permits, and goals set by the GM.
ORGANIZATION
The Director of Public Services has budget, policy, and oversight of the following departments: Public Works and Public Utility Administration, Water Treatment, Wastewater Treatment, Water and Wastewater Line Maintenance, Fleet Management, Building Maintenance, Solid Waste Management, Street Maintenance, Common Property Forestry and Wildlife Management, Lake Management and Maintenance.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor’s degree in Construction Management, Environmental Science, Civil Engineering, or Business Management plus five years of experience in construction maintenance, and repair of water treatment and distribution and wastewater treatment and collection. 10 years supervising multiple direct reports, and prior $10mil+ budget oversight; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
COMPUTER SKILLS
Must be proficient in the use of computer software programs to include AutoCAD, Microsoft Excel, Word, and Outlook, Google Earth, or other aerial mapping programs. Must be able to use a smart phone to communicate by phone, email, text, take photos, and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to prepare and review plans and specifications; direct the response to emergency and disaster situations; estimate capital project costs; supervise, train and evaluate staff; maintain and prepare detailed reports; interact effectively with other departments, the public and other agencies; evaluate proposed projects, or alternative solutions to maintenance or construction problems; establish and maintain effective work relationships with those contacted in the performance of required duties.
