Job Summary

This position is a thought leader for strategic communications at Health Share and is responsible for planning and implementing the communications program, including overall communications strategy, media relations, and production of content and materials. The Communications Manager serves in the role of public information officer for Health Share, as well as managing external marketing and public relations consultants. This position strives to promote Health Share’s brand identity and member engagement through communications, including brand campaigns, website, social media, and outreach materials.

Essential Responsibilities

Communications Strategy and Marketing Oversight

• Work collaboratively across the organization to determine how strategic communications can support and impact the strategic goals of Health Share.
• Define needs, recommend strategies, and guide all elements of marketing and strategic communications, including messaging and positioning, media, digital strategy, and design in conjunction with management and external consultants.
• Identify and oversee communications policies and procedures.
• Implement social media strategy and delivery in collaboration with the Communications Specialist.
• Facilitate Communications Work Group, comprised of communications staff from Health Share’s founding organizations.
• Collaborate with internal colleagues, external partners, and providers to communicate Health Share’s programs, accomplishments, initiatives, and values.
• Partner with Community Engagement staff on planning and development of materials and campaign for promotion of Health Share and engagement of members at sponsored and hosted community events.
• Identify need for, source and oversee external vendors and contractors to support core communications and marketing activities and deliverables.

Media Relations

• Develop, propose, and implement a proactive earned media strategy that communicates Health Share’s programs, accomplishments, and initiatives, in coordination with management, program staff, partner organizations, and external consultants.
• Serve in the role of public information officer and spokesperson for company in on-camera, phone and written interviews. Pitch media and track earned media results; collaborate as necessary with affiliates and partners on media opportunities; prepare other Health Share employees and partners for interviews with media.
• Serve as consultant to Health Share management regarding media relations and communications issues, including developing messages and talking points for media as they relate to sensitive issues or crisis communications.

Content and Material Production

• Write, edit, and produce content for internal and external communications, including newsletters and reports for providers, members, and staff, press releases for media, and brochures and marketing materials for all stakeholders.
• Coordinate, research, plan, write, edit, and produce print materials for Health Share members, including member handbook, brochures and flyers, and other member collateral.
• Ensure compliance of Medicaid member information efforts, with an emphasis on culturally sensitive and appropriate materials and translations.
• Coordinate with graphic design consultants to plan layouts and develop artwork for print materials.
• Oversee vendors in translation, design, printing, production, and distribution of member materials and co-branded materials.
• Manage vendor relationships, bids, and invoicing, ensuring appropriate use of communications budget related to member materials in conjunction with management.
• In collaboration with Communications Specialist, maintain Health Share website and collaborate with multiple departments to ensure the website has accurate and updated content.

Knowledge, Skills and Abilities Required

Knowledge:

• Working knowledge of best, promising, and emerging practices and innovations in strategic communications, marketing, and digital strategy
• Knowledge of Oregon Health Plan and its role in serving vulnerable Oregonians

Core Skills and Abilities:

• Skills in message development and crisis communications
• Proficiency in the development of educational and marketing content, preferably targeted at low-income and vulnerable populations
• Skills in media relations; knowledge of and established relationships with local Portland media (preferred)
• Ability to set goals independently and prioritize work, balancing competing deadlines with resulting positive outcomes
• Ability to develop and manage effective working partnerships with vendors
• Computer proficiency in spreadsheets, word processing, and graphic/presentation software; basic website development and maintenance skills

Education and/or Experience

Required:

• Minimum 5 years’ experience in communications, public relations, or related field, including the following:
  • Minimum 3 years’ experience in strategic communications
  • Minimum 3 years’ of serving as a media spokesperson and demonstrated expertise in media relations

• Minimum 1 year’ experience in a supervisory or lead position or completion of Health Share’s Aspiring Leader program within the first year in the position; lead roles should include regular assistance to a manager or supervisor in staff hiring, coaching, performance evaluation, and other supervisory tasks

Preferred:

• Experience working in health care and nonprofit sectors, specifically with diverse populations
• 2 years’ experience in a supervisory position
