SUMMARY: Lead human resources functions including people operations and recruiting for the DAWSON operating companies. Ensure compliance with law, regulation, and policy as appropriate for a federal government contractor. Lead employee relations efforts and ensure that DAWSON’s culture of kuleana, ‘ohana, and aloha is fostered and perpetuated and that every member of the ‘ohana is supported and enabled to deliver their best performance for DAWSON’s customers. DAWSON is a rapidly growing organization, and this role is responsible for ensuring policies and procedures are developed and implemented that will support that growth.

DUTIES AND RESPONSIBILITIES:

• Effectively plan, design, develop, and evaluate human resource-related initiatives that support organizational strategic goals; provide leadership, direction, functional guidance, and coordination for HR programs and activities across all DAWSON companies
• Ensure legal compliance by monitoring federal, state, and local requirements, advising management on needed actions, and implementing policies and procedures
• Develop and establish adequate and equitable personnel policies, including compensation plans and employee benefit plans
• Conduct periodic audits to ensure equity and competitiveness of compensation, including reviewing positions and assessing plans against external data
• Manage and oversee the corporate employee review and evaluation process, including providing coaching to leadership and the organization on effective evaluations
• Review new and existing processes, resources, and systems and ensure opportunities for organizational improvement are identified and acted upon
• Manage and negotiate collective bargaining agreements; implement collective bargaining agreements and other prevailing wage agreements
• Oversee any investigations involving internal or external complaints relating to personnel; ensure equity and consideration for all parties; ensure risks to organization are adequately managed; promptly and effectively implement any resultant actions
• Ensure strong working relationships with DOL, OFCCP, and unions; respond to and manage any external investigations, negotiations, etc., to successful outcomes and ensure implementation of any resulting required actions
• Oversee vendor relationships including HRIS, ATS, benefits, and other personnel-related systems
• Support Ethics Committee and provide guidance as needed for ethical complaints made to the organizational hotline
• Provide leadership and direction to HR support staff
• Performs other related duties as assigned by management

SUPERVISORY RESPONSIBILITIES:

• This job supervises the People Operations and Recruiting managers and their teams.
• Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

• Bachelor’s Degree from four-year college or university is required, Master’s Degree preferred
• Five years of experience in federal government contracting environment
• Knowledge of and commitment to diversity and equity
• Knowledge of Wage and Hour Labor Law including Service Contract Act and Davis-Bacon and Related Acts is required; experience with labor unions is preferred
• Strong decision-making and problem-solving skills are required; all decisions must be made on a foundation of ethics, sound information/data, analytic problem solving, and be reflective of DAWSON’s culture
• Strong communication skills, both oral and written are required
• Strong customer service and business process orientation

• Frequently required to talk or hear

• While performing the duties of this job, the noise level in the work environment is usually quiet
• Specific vision abilities required by this job include close vision

Salary – $125,000 – $200,000 annually

This is a remote position with some travel required.
