The Los Angeles Regional Water Quality Control Board has an opening for a Water Resource Control Engineer in the Enforcement Unit II. Position is located Regional Board office at 320 West 4th Street, Suite 200, Los Angeles, CA 90013, at the heart of downtown Los Angeles, next to a light rail station and other public transportation.
Duties:
Under the close supervision of a Senior Environmental Scientist of the Enforcement Unit II and consistent with good customer service practices and goals of the State and Regional Board’s Strategic Plan, the incumbent will apply engineering principles to the enforcement of Waste Discharge Requirements and with Clean Water Act Section 401 Certifications, and the State’s General Permits for storm water discharges associated with construction and industrial activities. Specific tasks include conducting inspections, preparing enforcement documents such as preparing Time Schedule Orders, evaluating Time Schedule Order requests from dischargers who violate numeric effluent limits, evaluating compliance with Time Schedule Orders issued by the Regional Board, conducting data analyses, developing interim limits, tracking deliverables from dischargers, applying specific engineering knowledge and principles using geographic information systems, project management, responding to technical inquiries from dischargers, assist the public and permittees with outreach and education about permit compliance, work collaboratively with other staff in the Enforcement Section and other programs within the Regional Board and other agencies to develop sound inspection reports, and evidence necessary for effective enforcement. The incumbent is expected to be courteous, provide timely responses to internal/external customers, follow through on commitments, and solicit and consider internal/external customer input when completing work assignments consistent with good customer service practices. The incumbent will be expected to review storm water pollution prevention plans, reports, documents and data submitted by enrollees in the construction and industrial permits.
