Senior Estimator – Fort Lewis, WA

Minimum Qualifications:
- Bachelor’s degree in Construction Management, Engineering, or related field highly desired
- 6+ years related experience with a commercial and/or general contractor
- Thorough knowledge of construction means and methods
- Extensive experience producing detailed fixed price estimates and has the ability to use RS Means or other published unit price books to produce detailed line item estimates
- Expertise with estimating software as well as MS Word and Excel
- Proficient understanding of principles, methods, and techniques of Engineering
- Strong verbal and written communication skills, to include clear, concise and professional presentation of information
- Excellent time management and organizational skills with proven ability to meet deadlines
- Ability to work well in a team environment
- Ability and willingness to mentor, motivate and lead other team members
Scope of Responsibility:
Manages the Estimating function at a job site. Independently performs detailed quantity take-offs and pricing in architectural, electrical, civil/structural and mechanical disciplines using a computerized estimating program for IDIQ contracts, Design/Build Contracts and Bid Build Projects. Mentors less senior Estimators and may be assigned project management duties.
Position Duties:
- Maintain and submit RFP tracking sheet to corporate office monthly
- Maintain current subcontractor database
- Continue to build subcontractor base – pre-qualify new subcontractors for future work
- Review RFP/Gov Statement of work – prior to pre-proposal site visit/conference
- Perform risk evaluation check list review with SSR/PGM
- After approval from PEX/SVP Complete bid approval form (on all projects above 2mil) submit to SSR/PGM for approval and forward for corporate approval
- Assist BD/management team on technical proposal efforts and phase one proposals
- Develop proposal staffing plan review with PGM for approval
- Lead proposal team – assign responsibilities and track team member progress
- Complete the pre-proposal/site visit report
- Set up pre-proposal RFP/Gov. statement of work management review with project team prior to pre-proposal site visit/conference
- Attend pre-Proposal site visit/conference if necessary, to determine existing conditions, develop client needs in detail, and develop preliminary approximations of types of materials to be used and basic quantity counts
- Request bid bonds as required
- Set up and maintain/update proposal files (both soft copy and hard copy)
- Develop statement of work (project definition) to be utilized in bid packages
- Develop IPWP’s/work break down packages
- Develop will bid list and tracking matrix
- Issue Invitation to bid to subcontractors
- Responsible for subcontracting follow up through proposal duration to ensure bids an bid day
- Assemble bid packages and ensure distribution to subcontractors in a timely manner
- Set up and coordinate subcontractor pre-proposal site visits
- Ensure adequate subcontractor coverage per JOC 2.1 for each IPWP
- Prepare estimates for each project or delivery order based on RFP/Gov statement of work, technical specifications and drawings or sketches; where feasible provide possible value engineering suggestions. Determine most economical material that conforms to project drawings and specifications
- Take lead role in design development – coordinate design team activities and reviews, effectively manage timely completion of design development process prior to proposal
- Ensure constructability and cost reasonableness through design development process by maintaining control of design and design team
- Issue RFP/Gov Statement of work RFI’s/Clarification in timely manner, track and distribute answers/directives to subcontractors and proposal team
- Confirm that all necessary materials and supplies are included in the scope of work and that unnecessary items are excluded
- Set up of bid sheets/summary sheets
- Identify all work items on each job order and estimate quantities of each item
- Prepare detailed quantity take-offs for each project or job order and enter line items into on-site computer containing project bid sheets or the Unit Price Book software
- Develop pricing for non-scheduled line items
- Solicit detailed proposal information from at least three vendors and/or subcontractors with all supporting documentation on equipment, material and labor costs for material or equipment not covered in an industry standard manual or for work to be performed by a subcontractor
- Evaluate proposals from vendors and/or subcontractors for compliance with scope of work
- Set up bid day review and ensure required approvals/signatures are obtained as required prior to proposal being submitted
- Run bid sheets on bid day
- Participate in project or job order negotiations with client/Gov
- Set up and participate in subcontractor pre-award negotiations to review and confirm subcontractors’ scope of work
- On design/build projects work with management team and subcontractors through final accepted
design to maintain cost reasonableness and to ensure cost integrity from proposal phase is achieved • Assist management team in development and issuance of DOA’s and P.O.’s
- Set up and participate in management team project hand off and review meeting after project award
- Assist project management team with change order and costing verification through the construction of projects
- Demonstrate organizational flexibility by assuming fill in project management/cost controls duties on projects when estimating department work load light
- Demonstrate organizational flexibility by assisting other contract sites during peak estimating workload times when available
- Ensure compliance with Centennial’s Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.)
- Responsible for notifying supervisor if an HSEQ infraction is observed
- Responsible for driving between project sites that are often miles apart or miles from the assigned office location.
- Performance of the required job duties will be in an office environment along with visits to sites that are under construction which may include various weather conditions
