Avantus Federal Looking for NASA Space Technology Strategy Expert CIVP1 at Washington, DC  Full Time

Avantus Federal seeks a Space Technology Strategy Expert to serve as a thought leader and expert supporting the goals, direction, and needs of NASA Headquarters in Washington, DC. This position will be a hybrid role and will require the candidate to go into NASA HQ at least twice weekly. The individual has the potential to be a key driver of delivery and growth in the Civilian Space Sector.

The Space Technology Strategy Expert will focus on a full range of guidance and insight activities related to NASA’s Space Technology Mission Directorate. The candidate will work closely with senior government management to assist STMD in their development of early-stage innovation, maturation of promising technologies, and demonstration of new capabilities that will transform future space missions.

Serve as a thought leader and expert supporting the goals, direction, and needs of the NASA client in the following areas:
• Strategic analysis at NASA Agency, Mission Directorate, Program, and Project levels focusing on developing technology solutions for NASA exploration missions that additionally energize the U.S. commercial aerospace sector through transparent, collaborative partnerships
• Data management and analytics including data integrity, data call response, data visualization, and special studies
• Operational program support for NASA space technology programs
• Serve as an expert on NASA’s Space Technology Mission Directorate responsibilities for Government Performance and Results Act (GPRMA) and Evidence Act reporting
• Proactively develop and maintain strong customer relationship, serving as a trusted advisor to government counterparts, and relied on support for topics such as: strategic planning, technical assessments, and tactical recommendations
• Coordinate closely with the government client to independently anticipate needs and execute assigned tasks
• Provide support to the contract program manager, as needed:
• Support and develop cross-functional teams of analysts and subject matter experts, coaching, tasking, supervising, and managing overall performance
• Work closely within project teams to deliver solutions that meet or exceed contractual requirements and customer expectations including cost, schedule, and performance
• Develop and execute business, solution, and product strategies to ensure growth and success of assigned programs, and take advantage of organic growth opportunities
• Provide expertise on continuous process improvement strategies, agency strategy, and organizational business process engagements
• Define and develop business processes, policies, roles and responsibilities, and performance metrics
• Conduct analysis of business processes: current state analysis, gap analysis, benchmarking, best practices identification, organizational assessment, and other related tasks
• Support outreach to NASA and other civilian space agencies, directorates, and programs, to build new partnerships and develop strategies to help ensure consistent, efficient, and effective solutions
• Assist in the development of proposal win themes, pricing strategies, and risk mitigation strategies

• Master’s degree or higher in Business, Engineering, Science, or Policy
• Requires a minimum of 15 years of delivering consulting and other professional services to federal and private sector clients
• Minimum of 10 years of experience working with NASA (desired) or other civil space agencies
• Must be knowledgeable about space technology programs and a thought leader on strategic issues for technology portfolios, mainly space domain related (civilian space preferred)
• Experience with Government Performance and Results Act (GPRMA) and Evidence Act framework and reporting requirements
• Experience in strategic planning, data management, and/or technology program support (space technology desired)
• Knowledge and familiarity with NASA’s space technology programs preferred
• Strong written and oral communications skills
• Desire to provide exceptional support and transformative solutions in a fast-paced and rapidly evolving client and corporate organization

• Project or program management experience (PMP certification or equivalent desired)
• Fluency in understanding technologies and technology investment portfolios
• Experience delivering technology enabled solutions at NASA or other civil space agencies
• Experience working with senior government officials on strategic planning, policy, and/or budget
• Experience with data driven methodologies, advanced analytics, or data transformation
• Knowledge of policies, practices, trends, technology, and information that may impact NASA and the Civilian Space Sector
• Experience with the federal budgeting and appropriation process as it applies to federal programs
• Proposal writing experience
• Active within relevant industry associations and/or space technology publications
• Must be able to obtain a security clearance with federal government agencies
